London’s homelessness crisis deepens as Sadiq Khan pledges to end rough sleeping by 2030

London is facing a worsening homelessness crisis, with over 200,000 residents expected to be homeless and living in temporary accommodation this Christmas. Mayor Sadiq Khan has announced a £1 million fund and committed to ending rough sleeping in the capital by 2030, signalling significant challenges and opportunities for landlords and agents in the city’s housing market.

Homelessness in London: A Growing Challenge

Data from London Councils reveals that more than 210,000 Londoners will be homeless and residing in temporary accommodation on Christmas Day, equating to roughly one in every 50 residents. Of particular concern is the rise in homeless children, with over 100,000 expected to be in temporary housing this year—an 8% increase from last year and a 35% rise since 2021. London Councils estimates that there is at least one homeless child in every classroom across the capital.

This situation highlights the scale of the homelessness crisis in London, which has been described as an emergency by local authorities. The impact on children and families is profound, and the pressure on local services continues to mount as boroughs struggle to secure adequate temporary accommodation.

Rising Costs and Pressure on Local Authorities

London Councils has reported that the average cost of temporary accommodation in the capital has surged by 75% over the past five years, significantly outpacing the 23% increase in market rents during the same period. This escalation places considerable financial strain on boroughs tasked with supporting homeless residents.

Councillor Grace Williams, London Councils’ executive member for housing and regeneration, has welcomed the government’s new homelessness strategy, which emphasises a cross-departmental approach. However, she stresses that more action is needed at the national level to provide the necessary policy changes and resources to address the crisis effectively.

Local Housing Allowance and Social Housing Concerns

One key issue highlighted by London Councils is the inadequacy of Local Housing Allowance (LHA) rates. Despite Chancellor Rachel Reeves confirming that housing benefit rates will remain frozen for a second consecutive year in 2026/27, many low-income Londoners continue to struggle to find affordable homes within the current LHA limits. This increases their risk of homelessness and adds further pressure on local services.

London Councils is calling for an increase in LHA rates to better reflect market conditions in the capital. Additionally, the organisation urges the government to support the financial sustainability of social housing and to expand the delivery of homes for social rent. They propose introducing a social rent “convergence rate” of at least £3 per week from April 2026 to help address the ongoing financial challenges faced by London’s social housing sector.

Mayor Sadiq Khan’s Commitment to Ending Rough Sleeping

In response to the escalating crisis, Mayor Sadiq Khan has committed to ending rough sleeping in London by 2030. He has announced a £1 million fund to support intensive interventions in rough sleeping hotspots and to pilot new schemes aimed at preventing homelessness and securing housing for vulnerable individuals with additional needs.

Khan emphasised the importance of transforming support for those forced to sleep rough or at risk of rough sleeping. His plan includes the introduction of new Floating Hubs and pilot services designed to help people move into secure, long-term housing, ensuring timely and effective support.

Since 2016, the Mayor has supported nearly 20,000 people off the streets and intends to work closely with government bodies, local councils, experts, and partners to achieve the goal of ending rough sleeping in London by 2030. This commitment reflects the broader challenges facing the capital’s housing sector and the need for collaborative solutions.

For landlords and letting agents operating in London, the homelessness crisis and the Mayor’s initiatives underscore the importance of understanding the evolving housing landscape. The rising demand for affordable and social housing, combined with pressures on temporary accommodation, may influence rental market dynamics and tenant profiles.

Landlords should be aware of the potential for increased engagement with local housing authorities and support services as efforts to prevent homelessness intensify. Looking Ahead: Support for Landlords and Property Professionals

In light of these developments, the Tenant and Landlord Association (TLA) is launching a new Trusted Partners Hub in Q1 2026. This platform will feature verified and approved service providers selected to support landlords, tenants, and property management businesses across the UK.

Legal, trades, insurance, financial, mortgage, tenant screening, and other service providers are invited to register their interest to become TLA service partners. This initiative aims to enhance the resources available to landlords and agents navigating the complex housing environment.
