In response to the consultation, the Scottish Conservatives have criticised the SNP, accusing them of creating and entrenching Scotland’s housing emergency. Meghan Gallacher MSP, Scottish Conservative shadow housing secretary, told Property118: “This consultation is a damning admission that the SNP have created and entrenched Scotland’s housing emergency.”

Gallacher pointed to a collapse in housebuilding and thousands of families trapped in temporary accommodation as evidence of the SNP’s failure. She criticised the SNP’s approach of threatening developers with new penalties and taxes, alongside pursuing rent controls that she claims are driving away investment. “If the SNP were serious about fixing this crisis, they would cut red tape, restore confidence and back the builders who actually deliver homes, instead of doubling down on policies that make the problem worse,” she added.

This criticism centres on the SNP’s plans for rent controls, which are scheduled for introduction in 2027. The Scottish Conservatives argue that these controls, coupled with regulatory penalties, discourage developers and investors, exacerbating the housing shortage rather than alleviating it.
