Seven new towns proposed across England

The UK government has unveiled plans for seven new towns across England, aiming to significantly boost housing supply as part of a wider construction initiative. These developments are designed to integrate modern transport links and sustainable living principles, with a strong emphasis on affordable housing.

Proposed New Town Locations and Housing Targets

Among the proposed sites, Tempsford in Bedfordshire stands out with plans for more than 40,000 homes centred around a new East West Rail station. This station will connect the town to key cities including Cambridge, Oxford, London, and Milton Keynes, enhancing regional accessibility.

In West Yorkshire, the Leeds South Bank area is expected to deliver approximately 20,000 homes, supported by a £2.1 billion investment in transport infrastructure to accommodate the city’s growth ambitions. Meanwhile, Enfield’s Crews Hill and Chase Park could see up to 21,000 new homes developed.

Thamesmead in Greenwich is also earmarked for up to 15,000 homes, with plans for a Docklands Light Railway extension to improve connectivity. Manchester Victoria North is proposed to include at least 15,000 homes alongside a new Metrolink stop, linking residents to employment hubs across the city.

South Gloucestershire’s Brabazon and the West Innovation Arc are targeted for up to 40,000 homes, leveraging the area’s research and advanced engineering sectors. Milton Keynes is included as an expansion site, with plans for around 40,000 additional homes and a new local transport system as part of the Oxford-Cambridge Growth Corridor.

Design Principles and Community Features

Each new town is planned with a focus on walkable neighbourhoods, reduced reliance on cars, and ample green spaces. The proposals also highlight the importance of local high streets to foster community interaction and support local economies. Final site selections will be confirmed following consultations and environmental assessments later this year.

Affordable Housing and the National Housing Bank

The government has committed to ensuring that at least 40% of the homes built in these new towns will be affordable. Of this affordable housing, at least half is expected to be social rent properties, delivered by councils or housing associations.

Supporting these developments is the forthcoming National Housing Bank, launching on 1 April. Backed by up to £16 billion in public funds, the bank aims to unlock an additional £53 billion in private investment, facilitating the delivery of over 500,000 homes nationwide. It will focus on financing large or complex projects that often face delays.

Additionally, £400 million in supplementary funding will enable the bank and regional mayors to offer loans and investments at lower interest rates, addressing financial viability challenges in housing development.

Industry Perspectives

Paul Rickard, Chief Executive of Pocket Living, welcomed the announcement, stating: “Confirmation of the location for the proposed seven new towns is a welcome next step in the government’s overall plan for delivering the new homes Britain needs.” He highlighted the opportunity to support small and medium-sized housebuilders, which have been depleted in recent years.

Mary-Anne Bowring, Managing Director of Ringley Group, emphasised the importance of tenure mix, saying: “Getting the tenure mix right is just as important as actually building new homes.” She noted that build-to-rent and single-family housing can accelerate delivery while meeting economic and consumer needs.

Melanie Leech CBE, Chief Executive of the British Property Federation, described the announcement as “a welcome next step for this 21st century new towns programme.” She stressed that successful delivery will require collaboration between public and private sectors and a focused approach to overcoming current viability issues.

The commitment to affordable housing and social rent provision may also influence rental market dynamics, offering a broader range of tenancy options.
