Government cracks down on unsafe and unregulated building products in response to Grenfell Tower tragedy

The UK government has introduced significant measures to enhance the safety and regulation of building products following the Grenfell Tower tragedy. These reforms aim to ensure all construction products undergo proper assessment before use, addressing longstanding gaps in regulation and boosting confidence in the building sector.

Strengthening Construction Product Safety

On 25 February 2026, the Ministry of Housing, Communities and Local Government published the Construction Products Reform White Paper, outlining proposals to tighten controls over building materials. Currently, only about one-third of construction products are regulated. The new general safety requirement will extend proper checks to all products used in construction, aiming to improve safety standards in homes and support the delivery of 1.5 million new homes across the country.

The government has launched a consultation on these reforms, with secondary legislation expected later in 2026. Implementation will proceed as soon as Parliamentary time allows, reflecting the urgency of addressing weaknesses exposed by the Grenfell Tower Inquiry.

Progress on Grenfell Tower Inquiry Recommendations

Alongside the White Paper, the government published its first Annual Report on the implementation of the Grenfell Tower Inquiry recommendations. The Inquiry, which delivered its final report in September 2024, made 58 recommendations—37 directed at government and 21 at other bodies.

To date, 12 recommendations have been completed, including consolidating government fire safety functions under one department and Secretary of State. The government expects to complete over 70% of the recommendations by the end of 2026. Notably, enforcement activity has increased substantially, with formal notices issued by local regulators rising by 124% and inspections by 140% compared to the period before dedicated funding began in late 2022.

Supporting the Grenfell Community and Memorial

In a further step, the government introduced the Grenfell Tower Memorial (Expenditure) Bill to provide funding for a lasting memorial, a second resting site for the tower, and a permanent archive and exhibition. This reflects ongoing commitment to honouring those lost and supporting the affected community.

Housing Secretary Steve Reed emphasised the importance of preventing a repeat of the Grenfell tragedy, stating: “Everyone should feel safe in their home. We are making progress implementing the Inquiry recommendations, but there is more to do as we continue to learn and act on the mistakes of the past.”

Minister for Building Safety, Fire and Democracy Samantha Dixon highlighted the systemic issues revealed by the Inquiry and the government’s commitment to reform: “The failings outlined by the inquiry exposed fundamental issues in product, building and fire safety standards and through the Construction Products White Paper and our work to implement all the recommendations of the inquiry, we will create a better system for millions of people across the country.”

Interim Chief Construction Adviser Thouria Istephan reflected on the ongoing work to improve building safety: “We must never forget the loss of 72 innocent lives and the impact the tragedy continues to have on the Grenfell community. The announcements today show the important ongoing work to reform and improve the complex regulatory system. We must strive to continue to make lasting and progressive change that improves the safety and quality of both new and existing buildings and, crucially, place people who live and work in buildings at the centre of our thinking.”

Ongoing Investigation and Accountability

The Metropolitan Police continue their extensive investigation into the Grenfell Tower tragedy, with around 180 officers and staff dedicated to the case since June 2017. The government has reiterated its commitment to holding those responsible to account and fully supports the police in this complex legal process.
