Landlord group calls for next Scottish government to tackle housing crisis

The Scottish Association of Landlords (SAL) has issued a ten-point manifesto urging the next Scottish government to adopt balanced and effective measures to address the ongoing housing crisis. With the Scottish parliamentary elections scheduled for 7 May 2026, SAL emphasises the need for legislation that supports both landlords and tenants, aiming to stabilise the private rented sector (PRS) and encourage continued investment.

Urgent call to halt landlord departures

John Blackwood, Chief Executive of SAL, highlighted the organisation’s priorities ahead of the upcoming elections. He stated, “No matter who forms it, the government must prioritise fixing the housing crisis. This requires creating a transparent, workable, and effective strategy that values the role of the private rented sector.”

Blackwood stressed that without clarity and certainty from government policy, landlords may continue to exit the sector, reducing available rental properties and exacerbating housing shortages. SAL’s manifesto aims to influence the next government to implement a strategy that encourages investment and retains landlords within the market.

Recognition of the private rented sector’s role

A key proposal within SAL’s manifesto is the publication of a dedicated private rented sector strategy. This strategy should explicitly acknowledge the significant contribution the PRS makes to Scotland’s housing market and define the government’s vision for the sector’s future size and role.

SAL calls for proportionate legislation that fairly balances the interests of landlords and tenants. This includes secondary rent control measures designed to protect landlords who have kept rents below market value, allowing them to reset rents to market levels for new tenancies where appropriate.

Policy recommendations to support landlords

Among other recommendations, SAL urges the abolition of the Land and Buildings Transaction Tax (LBTT) Additional Dwelling Supplement, Scotland’s equivalent of stamp duty, which can act as a financial barrier to investment in rental properties. The organisation also advocates for collaboration with the UK government to reverse changes to mortgage interest tax relief introduced under Section 24, which have negatively impacted landlords’ profitability.

Furthermore, SAL calls for landlords to receive adequate notice and support to comply with future minimum energy efficiency standards. This includes appropriate exemptions and financial assistance to help landlords meet new requirements without undue hardship.

What this means for landlords

For landlords, SAL’s manifesto signals a push towards a more balanced regulatory environment that recognises their vital role in providing housing. The call for proportionate legislation and clearer government strategy could lead to greater stability and confidence in the sector, potentially encouraging new investment and reducing the number of landlords exiting the market.

Removing financial disincentives such as the LBTT Additional Dwelling Supplement and restoring mortgage interest tax relief would improve the financial viability of rental investments. Additionally, the proposed approach to energy efficiency standards aims to ensure landlords have sufficient time and support to comply, avoiding sudden costs that could force some out of the sector.
