Council buys homes to prevent evictions

Fife Council has taken decisive action to prevent homelessness by purchasing 26 homes from a private landlord, ensuring tenants facing eviction can remain in their properties. This move, supported by funding from both the council and the Scottish Government, will see the homes added to the council’s social housing stock, providing long-term stability for affected families.

Council intervention to safeguard tenants

The decision by Fife Council’s Cabinet Committee follows eviction notices served to tenants in West Wemyss, Coaltown of Wemyss, and Denbeath. The properties, owned by Torah Capital Limited and its subsidiary TC CAPS3 Limited, are currently subject to eviction proceedings for some residents. The council’s intervention aims to halt these evictions by acquiring the homes and transferring them into public ownership.

Cllr Judy Hamilton, the council’s housing spokesperson, emphasised the council’s commitment: “I attended the very first meeting of the Wemyss tenants, following their eviction notices. At that stage, we did not know all the details; however, I gave the commitment, that we would protect the tenants. My priority is to protect people and prevent them from becoming homeless.”

She added, “This proposal allows us to step in at the right time, keep families in their homes and provide them with long-term stability.”

Benefits of the property acquisition

By purchasing these homes, Fife Council aims to prevent homelessness, reduce emergency housing costs, and maintain established communities. The council is currently in discussions with the landlord to complete the legal formalities required to take ownership of the properties. Once the acquisition is finalised, the homes will be gradually upgraded to meet housing standards, enhancing living conditions for tenants.

Expanding housing provision in Levenmouth

In addition to acquiring existing homes, Fife Council plans to increase housing supply through the purchase of 14 new-build homes in Coaltown of Wemyss. These properties, consisting of two and three-bedroom houses, are intended for families in the Levenmouth area. The acquisition from Persimmon Homes is also supported by Scottish Government funding and forms part of the council’s broader response to the housing emergency and its Affordable Housing Programme.

The new development is expected to assist up to 30 households through a transfer-led allocations approach, which will free up existing properties for others in need, thereby improving overall housing availability in the area.
