Charity calls for action to support older private renters as LHA rates remain frozen

A recent government report reveals a significant rise in pensioner poverty, prompting calls from charities and industry leaders for urgent action to support older private renters. Despite this, Local Housing Allowance (LHA) rates remain frozen for a second consecutive year, raising concerns about the financial strain on vulnerable tenants.

Rising Pensioner Poverty and Frozen LHA Rates

New data from the government shows that the number of pensioners living in poverty in the UK has increased by 200,000 within a single year. This alarming trend highlights the growing financial challenges faced by older individuals, particularly those renting privately.

During the recent Autumn Budget, ministers confirmed that LHA rates will remain frozen for 2026/27, marking the second year without an increase. This decision affects nearly 1.7 million private rented households currently receiving housing cost support, with over half of these households experiencing a shortfall between their housing benefit payments and actual rent.

Charity Urges Government to Act

Independent Age, a charity focused on older people’s welfare, has called on the government to reconsider the freeze on LHA rates. Morgan Vine, the charity’s director of policy and influencing, emphasised the need to uprate LHA to prevent older renters from making dangerous sacrifices just to maintain their housing.

Vine also stressed the importance of a comprehensive strategy to ensure that older people can access all the financial support they are entitled to, overcoming barriers that often prevent take-up. “With the political will, a future without pensioner poverty is possible,” Vine stated.

Industry Concerns Over Impact on Renters

The National Residential Landlords Association (NRLA) has also voiced concerns about the combined effect of frozen LHA rates and recent tax increases. Ben Beadle, NRLA chief executive, criticised the government’s approach, warning that the freeze on housing benefit rates alongside a 2-percentage-point rise in taxes on dividends, property, and savings income will ultimately harm renters.

Beadle described the policy as “a deeply regressive package” that will disproportionately affect low-income tenants, making it harder for them to afford their homes. He expressed disbelief that the government believes these measures will help renters, noting that increased taxes will likely push rents higher while housing support remains static.

What this means for landlords

For landlords and letting agents, the ongoing freeze in LHA rates combined with rising taxes could lead to increased rent arrears and tenant financial distress. As many tenants struggle to cover the gap between their housing benefit and rent, landlords may face greater challenges in maintaining rental income stability.

Understanding these pressures is crucial for landlords managing properties with tenants reliant on housing support. Proactive communication and support strategies may help mitigate risks associated with affordability issues among older renters.
