In response to these challenges, Cope has written to the Treasury and the minister responsible for HMRC, urging a substantial reduction in fines for early non-compliance. He argued: “You can’t punish people for confusion you helped create.” This appeal reflects fears that landlords may be unfairly penalised during the initial stages of MTD’s rollout due to unclear guidance and insufficient preparation time.

The survey results indicate that apprehension about MTD is widespread, with 87.5% of landlords expressing some level of worry. Of these, 35.7% are very worried, while 51.8% are a little worried about the upcoming changes. August warns that this widespread concern poses a serious risk to the smooth implementation of MTD.

While awareness of MTD is increasing, the company notes that practical, usable guidance has not effectively reached many landlords. This lack of clear information leaves landlords anxious about meeting an approaching compliance deadline they do not fully understand.
